عقار الى روسيا الاتحادية لحضور مؤتمر القمة الافريقية الروسية

وصلت صباح امس ٢٦/٧/٢٠٢٣ الي جمهورية روسيا الاتحادية يرافقني وفد حكومة السودان لحضور مؤتمر القمة الافريقية الروسية، والذي يضم السيد وزير المعادن ووزيرة الاستثمار ووكيل وزارة الخارجية، والتي بدأت اعمالها اليوم ٢٧/٧/٢٠٢٣.

 

نتطلع من خلال هذه القمة إلي تعزيز فرص التعاون الشامل و المتساوي بين السودان و روسيا و الدول الافريقية المشاركة في مجالات التجارة و الاستثمار و الصناعة و نقل التكنلوجيا و الغذاء و امن الطاقة و الرعاية الصحية و التعليم و العلوم و وسائل الإعلام والتبادلات الشبابية، وخصوصا فيما يتعلق بجهود اعادة البناء والتعمير لاعادة تشييد ما دمرته الحرب اللعينة التي تدور في بلادنا. نضع نصب اعيننا الدمار الكبير الذي اصاب البنية التحتية الاساسية ونظم الخدمات الاجتماعية في سوداننا الحبيب.

 

ساعمل بشكل واضح على مخاطبة كافة الدول المشاركة بخصوص قضية ضبط و مراقبة التشكيلات شبه العسكرية والقوات غير الحكومية و التي تشكل مهددا لوحدة وسلامة الدول في العالم وفي منطقة الساحل الافريقي على وجه الخصوص. ان قضية وحدة المؤسسات العسكرية في البلدان ذات السيادة هي قضية مهمة لنا لضمان الامن والاستقرار والسلام في افريقيا، ولبلادنا خبرة طويلة من المعاناة بسبب الاثار السالبة لتعدد الجيوش والتشكيلات العسكرية، خصوصا التي تفتقر الي الاسس السياسية والاجتماعية في تكوينها.

 

التقيت علي هامش القمة بوزير خارجية جمهورية توغو السيد روبرت دوسي و تباحثنا في اللقاء حول القضايا العالقة بين البلدين وخصوصا في سياق الاجتماع الذي انعقد هناك في الايام الماضية. واكد السيد وزير الخارجية التوغولي علي موقف حكومته في الوقوف مع السودان وشعبه مقدماً توضيحات حول التصريحات التي فهم منها انحيازهم لجهة ما.

 

وشدد علي انهم لن يخطو اي خطوة نحو القضية السودانية الا بعد التنسيق مع الحكومة السودانية، وفي هذا الاطار لفت نظر السيد وزير خارجية توغو الي خطورة تعدد وتناسل المنابر التفاوضية وان ذلك قد يساهم في اطالة امد الازمة، وإننا مع تقديرنا الكامل لنواياهم الطيبة، فان اي تدخل لا ينبني على فهم سليم للازمة في السودان لن يكتب له النجاح وسيساهم في تعقيد الاوضاع.

وقد قدم السيد وزير الخارجية التوغولي الدعوة لحكومة السودان لزيارة بلاده في منتصف اغسطس القادم.

 

كما والتقيت ايضاً اليوم بالوزير الاول لجمهورية الجزائر السيد ايمن بن عبدالرحمن و الذي اكد لي دعمهم الكامل لشعب وحكومة السودان، واثني علي الموقف السوداني بعدم السماح بتدويل المشكلة السودانية و انهم يدعمون موقف السودان في حقه بالتمسك بسيادته ومؤسساته الوطنية وانهم لن يتدخلوا في الشأن السوداني الا في اطار التعاون الاخوي الذي يربط بين البلدين.

 

اتقدم مرة اخرى بالدعوة لكافة القوى السياسية والاجتماعية للاستفادة من الاهتمام الدولي والاقليمي بما يحدث في السودان، وتسخيره لمصلحة شعب السودان وتحقيق الاستقرار فيه وتخفيف اثار هذه الكارثة الانسانية على مواطنينا، بعيدا عن الانحيازات السياسية والطموحات الحزبية، فلنعمل معا على ايقاف الحرب في بلادنا في المقام الاول وباسرع ما يمكن.

 

حفظ الله السودان و شعب السودان

I arrived in the Federal Republic of Russia, yesterday’s morning accompanied by a delegation of the Government of Sudan to attend the African-Russian Summit Conference, which includes the Minister of Minerals, the Minister of Investment and the Undersecretary of the Ministry of Foreign Affairs, the Summit’s work began today, 27/7/2023.

 

Through this summit, we look forward to enhancing opportunities for comprehensive and equal cooperation between Sudan, Russia and the participating African countries in the fields of trade, investment, industry, technology transfer, food, energy security, health care, education, science, media and youth exchanges, especially with regard to the efforts of reconstruction to rebuild what was destroyed by the accursed war that is taking place in our country. We bear in mind the great destruction that befell the basic infrastructure and social services systems in our beloved Sudan.

 

I will address all participating countries regarding the issue of controlling and monitoring paramilitary formations and non-governmental forces, which pose a threat to the unity and safety of countries in the world and in the African Sahel region in particular. The issue of the unity of military institutions in sovereign countries is an important issue for us to ensure security, stability and peace in Africa, and our country has a long experience of suffering due to the negative effects of the multiplicity of armies and military formations, especially those that lack political and social foundations in their foundation’s doctrine.

 

On the sidelines of the summit, I met with the Minister of Foreign Affairs of the Republic of Togo, Mr. Robert Dussey, we discussed the outstanding issues between the two countries, especially in the context of the meeting that took place in the Togolese Capital, Lomé in the past days. The Foreign Minister of Togo affirmed his government’s position in standing with Sudan and its people, providing clarifications about the statements from which was understood their bias to a certain side. He stressed that their government would not take any step towards the Sudanese issue without coordination with the Sudanese government, and in this context, i drew the attention of the Minister of Foreign Affairs of Togo to the danger of the multiplicity and reproduction of negotiating platforms and that this may contribute to prolonging the crisis, with our full appreciation for their good intentions, we reaffirm that any intervention that is not based on a proper understanding of the crisis in Sudan will not be successful and will contribute to complicating the situation.

The Togolese Minister of Foreign Affairs invited the Government of Sudan to visit his country in mid-August.

 

I also met today with the Prime Minister of the Republic of Algeria, Mr. Ayman bin Abdul Rahman, who assured me of their full support for the people and government of Sudan, and praised the Sudanese position not to allow the Sudanese problem to be internationalized, and that they support Sudan’s position in its right to adhere to its sovereignty and national institutions, and that they will not interfere in Sudanese affairs except in The framework of brotherly cooperation that links the two countries.

 

I extend once again the call to all political and social forces to take advantage of the international and regional interest in what is happening in Sudan, to harness it for the benefit of the people of Sudan, to achieve stability by it and mitigate the effects of this human catastrophe on our citizens, away from political biases and partisan ambitions, so let us work together to stop the war in our country as a first step And as fast as possible.
